Byrd Weighs in on "Push Polls"

Hello:

I am emailing this note to candidates for the May 7th Election (I don’t know that I have everyone’s email) and to members of the media. I have also bcc:ed friends and colleagues that I know are concerned about fair campaign practices.

I have heard from several voters that they have received what appears to be a “push poll” for the mayor’s race. “Push Polls” are meant not to gather information but to disseminate campaign propaganda. They are meant to “push” voters away from an opponent by using loaded questions that supple negative information about an opponent. They are disguised as a survey. They are often used as a way to suppress voter turnout among an opponent’s supporter. “Push Polls” were used extensively in the 2003 City Election, and we saw that almost 13,000 fewer people voted in this election than voted in 2001.

I have signed and pledge to abide by Code of Fair Campaign Practices (http://www.ethics.state.tx.us/forms/cfcp.pdf). The basic premise of the pledge is that: “There are basic principles of decency, honesty, and fair play that every candidate and political committee in this state has a moral obligation to observe and uphold, in order that, after vigorously contested but fairly conducted campaigns, our citizens may exercise their constitutional rights to a free and untrammeled choice and the will of the people may be fully and clearly expressed on the issues.” “Push Polls” clearly undermine this premise.

I would like to challenge all of the candidates for the May 7th Election to sign and abide by the Code of Fair Campaign Practices. I have provided some information below about “Push Polls.” I would advise you to alert voters and your supporters to the use of “Push Polls.”

I would ask that members of the media educate the public about “Push Polls” and find out who is sponsoring them.

Because we all believe that an honest and open discussion of the issues facing El Paso is the best thing for the future of El Paso, I would hope that each of you would speak out against the use of “Push Polls” in City Elections. If you have any questions, please feel free to call me.
